personally i think that both the vandal and phantom are so perfectly ballanced, that regaurdless they are equaly good buys (usually)
I think that their upsides and downsides weigh eachouther out equally.
Vandal always 1 shots and always has a better damage to bodies regaudless of range and higher overall dps, but has more bloom on spray, phantom cant always 1 tap, but due to all the chip damage in this game, sometimes it will not matter, not to mention the low recoil and low bloom making it easier to hit retaps and spray, as well as having no tracers.
The only situation where I would say 1 is slightly better than the other objectively, is on viper, where the phantom synergises well with her entire kit:
1. she is a smoke, so she can spray without leaivng tracers through smoke
2. all her abilites damage the enemies, and it is enough to get 1 tapped by a phantom
and also on a round after winning pistol when enemies have scuffed econ, since they wont be buying full shields anyway, and probably not even half shields, and if they do their guns won’t match yours. but outside of these situatuions there is no choice where you can say 1 wins more than the other.

even at long range I am much more consistent with the phantom, just because I am much more used to its burst and spray controle. on long range shooting a 3 bullet burst is most times enough to kill the enemy.

A better way to explain spraying is that its very situational. If you want to commit to the gunfight at closer range, you should crouch it helps control spraying, throws off crosshair placement, and has a higher chance of hitting the enemy vs counter strafing and trying to one tap at that range.
Edit: Committing means you wont want to back out. For example if you jiggle peek and you see someone, you can shoot a few shots, and either take the duel or back out and reposition. You cant do that if you swing and crouch spray.

I recommend to most people diamond and lower to just stick with the vandal to build good bursting habits but above that people just do their thing and that’s fine. However, I still think the vandal is a better bet as things don’t always go as planned and I find it super depressing when I see a teammate get the blood effect with a phantom but it doesn’t kill.
