That’s a terrible buff for harbor
The problem is not how many times he can do it, the problem is the abilities themselves.
The guy has 3 abilities and all of them do the same thing.
There’s nothing that he does that the other agents simply can’t do.
There’s a huge gap between him and the other smokers.

I was fine with almost all the fade nerfs but that increase in ultimate cost is actually really unnecessary.

Imo, they should make harbor’s cascade last longer after you stop it in place. As it is right now, it’s got limited versatility. The wall has shorter duration when you stop it’s travel early as compared to when you let it travel the full range it can go.
This makes it less effective for defensive smokes on vital choke points which is pretty big since it’s pretty much the easiest reactive ability of harbor to use when holding site.
His E requires too much precision and timing for it to be cast comfortably while trying to hold site. This makes harbor rely heavily on cascade on defense.
Also, riot should make his orb smoke last the full duration even if the shield gets broken imo. It’s way too easy to break on gun rounds when enemies have rifles and once the shield is gone your concealment is gone as well. I think making the smoke stay the full duration would also help make harbor more viable on maps like Haven where vital positions like A heaven require too much precision for his E to block off by itself. This would open up smoke lineups and new defensive versatility for him as well.
Man if only Devs can think. My take on Harbor C ability.

*Let him control it like a sage wall
*If enemies got hit by moving wave they are gonna get pushed back for 2 steps backwards (can stop defuse) and nearsight them for .75s. But if the wave is already placed, enemies are only gonna get slowed
Harbor change was a good idea, allows him to fit more into his controller role

Fade’s prowler feels awful to shoot before. Skye’s ult when shot felt more responsive. I hope the hitbox change helps.
