I can relate to some of your challenges. A small frame has very little space for gear. I too ride small. The rubbing of the seat bag isn’t good either. Although less comfortable, a light duty backpack is the solution. I used one in the arid desert to carry more water but then packed it when water was plentiful.
Next, u really don’t need a helmet for bike packing at such low speeds. I took it off on climbs.
