Why not use hay to remove the water?
I have a video with a much easier method. If you dig a deep hole near a lake, build your base at the bottom, put a hatch at the bottom of the base with a tunnel leading away from the lake back to ground level and flood the hole. Underwater base.

What if you were to use a hatch instead of a door? Or block the water from the door so water can’t get in with a hatch against the door. Just a thought.
I experimented with using soil blocks. I think the walls being 2 to 3 blocks thick has something to do with it. Also, you can drop that water all the way down to bedrock.

It looks like the room floods with water when the number of empty blocks reaches a certain amount.
Need to test again but dig down on dry land below the water level of a lake get it completely built then dig canal from lake to fill the hole and see if it floods inside
