if the damage is lower it might actually be balanced.
like if it’s 75-100 damage with a long cooldown, it’s probably useful, but you alert the whole game as to where you are.

If not for an ultimate it could be used in a event just thinking of the caustic lab but it would be better if it worked like a point on the map gets marked with a timer when it goes down to 0 or if no timer randomly attacks would mean anyone close or inside would want to not be there xD we need more dynamic to this game give us electric radiation storms or anything way not acid rain!

Or what if you could use a device somewhere on the map a computer like thing and lock in to fire it after you used the satellite scan that would be fun! ofc with a fair cd and maybe even x amount of fires before it breaks way not make it so only tech characters could operate it yay we could do more then just boring map ring scans.
